Too many adults with autism and learning disabilities are still living in institutions - not because they need to, but because the system has nowhere else for them to go.

• 2,045 adults still detained in mental health hospitals, despite being cleared for discharge.
• Cost: £1.1m per person if detained over five years.
• Ageing carers (40% over 65) mean a wave of emergency housing need is coming.
• Without reform, the system faces £400m - £1.2bn in escalating annual costs.

The evidence is clear. Housing is the missing piece. And the system is already paying for failure.
